Bulk change
Linked Issues and Resolution fields are not available for bulk operations out of the box.
Bulk operation for Priority is not supported at the moment. It means that all priorities are available and restrictions are not applied.
JIRA REST API
Restricting options for Priorities, Resolutions and Link Types is not provided for out of the box JIRA REST API.
