Bulk operation for Priority is not supported at the moment. It means that all priorities are available and restrictions are not applied. We have this feature on our roadmap.
JIRA REST API
Restricting options for Priorities, Resolutions and Link Types is not provided for JIRA REST API.
Add-on API providing available options for new or existing issues is on our roadmap.
